Tom is a highly experienced Accredited Costs Lawyer and Director at County Cost Consultants, with nearly three decades of specialist experience in legal costs. Having worked in the field since 1997 and granted rights as a Costs Lawyer in 2007, Tom brings a depth of technical knowledge and practical insight that is invaluable to clients experiencing  complex costs matters.

Tom has extensive experience across all aspects of contentious costs work, including detailed assessments, appeals, applications and costs management. He is a confident and accomplished advocate, regularly appearing in courts nationwide, including matters connected to the Royal Courts of Justice. In addition to his own advocacy work, Tom plays a leading role in overseeing and supporting the firm’s advocacy team, ensuring a consistently high standard of representation across all matters. 

Recognised for his expertise in retainer and solicitor own-client issues, Tom is frequently instructed on complex and high-value matters where detailed technical understanding is critical. He works closely with solicitors and legal teams to provide clear, practical advice on costs recovery, dispute resolution and litigation strategy.

In addition to his work in England and Wales, Tom is regulated by the Legal Services Regulatory Authority in Gibraltar, where he is the only regulated Costs Lawyer operating within the jurisdiction. This provides clients with access to specialist costs expertise across multiple jurisdictions.

Alongside his client work, Tom is also a CPD training provider, delivering practical, commercially focused training to legal professionals. His sessions are designed to support informed decision making and improve efficiency in the management and recovery of costs.
